War Trade Department to Foreign Office.-(Received October 9.)
War Trade Department, October 8, 1917. IN reply to your letter of the 24th ultimo, I beg to inform you that the decision of His Majesty's Government, as stated in your letter, has been communicated to the National Health Insurance Commission, and that Department welcomes the decision of the Government to restrict the exports of morphia and cocaine as indicated in your letter. I am accordingly sending to-day a notice to the press and also to the "Board of Trade Journal" in the form of which a copy is enclosed.

THE Director of the War Trade Department gives notice that applications for licences to export morphia or cocaine from this country to Japan cannot be considered unless they are accompanied by certificates obtained from the Japanese Home Office or from the Japanese authorities of the Kwantung Leased Territories to the effect that the morphia and/or cocaine is for actual consumption in Japan or in Dairen and its vicinity, and is for medical purposes only.
